There are four ways that you can receive monies for Non-Service Connected disabilities:

1. Claimants who are financially destitute.
   1. Single veteran no more than $900 income per month
   2. Surviving spouse no more than $600 income per month.
2. Spouse with a living veteran can receive up to $1,220.00 per month for unreimbursed medical expenses.


3. Claimants who are eligible for the Housebound Benefit due to a medical condition.
   1. Requires that the claimant cannot leave the premises without help from a third party.
   2. If they are living in a retirement community or complex and the complex has emergency monitors such as a pull cord, the claimant can count the cost of their rent as a medical expense.
   3. A claimant will qualify for this pension when they are not receiving in-home care.
4. Claimants require the regular Aid and Attendance of another person to live safely.
   1. Any claimant who receives assistance by a third party, whether in- home or in assisted living may receive this benefit.

1. Qualifying Military Service – Three requirements
   1. Honorable Discharge
   2. At least 90 Days of active duty military service (including National Guard but must have performed qualifying federal duty other than Active Duty for training purposes.)
   3. At least 1 day of the 90 must have been during an actual time of conflict:
      • World War I (4/6/1917-11/11/1918)
      • World War II (12/7/1941-12/31/1945)
      • World War II Ocean (12/7/1941-8/15/1945)
      • Korean (6/27/1950-7/27/1954)
      • Vietnam (2/28/1961-7/7/1975)
      • Lebanon Expeditionary Force (8/25/1982-2/26/1984)
      • Grenada Expeditionary Force (10/23/1983-11/21/1983)
      • Panama Expeditionary Force (12/20/1989-1/31/1990)
      • Persian Gulf War (8/2/1990-Not Determined)
      • Somalia Expeditionary Force (9/17/1992-Not Determined)
2. Unable to hold gainful employment due to age or Disability / Medical necessity.
   1. 65 years old or unemployable
   2. Any medical diagnosis that renders the applicant incapable of self-care with at least two ADL deficiencies
   3. The determination of medical necessity is made by the applicant’s personal physician.
   4. Care Cost Compared to Monthly Income
   1. Cost of care/inclusive cost of care
   2. Health related insurance premiums
   3. Diabetic supplies
   4. Private duty aides and sitters
   5. Incontinence supplies
   6. Dialysis cost not covered by any other health plan
   7. *Medications, co-pays, deductibles and durable medical equipment are not included in the list.
   1. Monthly income/Social Security
   2. Retirement pensions
   3. Annuity payments
   4. Military retirement pay
   5. Disability payments from the VA
   6. Interest
   7. Liquid Asset Value
   1. Checking and savings accounts and CD’s
   2. Trust Funds
   3. 401k and IRA
   4. Stocks and Bonds

1. Can be married or single.
2. Based on medical needs.
3. Friends/family can provide some of the care.
4. NOT a good program where spouse/family cannot assist in caring for the patient.
5. The benefits can pay up to $4,000.00 a month.
6. This program is administered through Medi-Cal.

If the individual does not qualify for this program based on medical needs now, there may be other programs that may work better for them. Families need to be informed ahead of time on all of the programs that they may be able to qualify for and how these programs work.
